Kevin Oldham focuses his practice on administrative law and state tax litigation. Mr. Oldham is a former Texas Comptroller employee, who has over twenty years of state and local tax experience. Kevin represents business entities in all aspects of state tax controversy from audit defense and administrative hearings to district court litigation and appeals. Kevin has helped clients successfully contest agency audits, obtain refunds, negotiate settlements, litigate important issues, and advocate for policy changes.
Kevin’s administrative practice also includes representing electric utilities before state regulatory agencies, including the Public Utility Commission of Texas (PUCT) and New Mexico Public Regulation Commission (NMPRC). Kevin works with electric utility clients on a host of issues such as return on equity (ROE), capital structure, cost of service, depreciation, and federal income tax (including normalization requirements and the treatment of accumulated deferred federal income tax).
